The Australian delegation was led by Tyson Sara, assistant secretary, Pacific and East Timor, Department of Defense; Cmdr. Geoff Turner, defense adviser, South West Pacific; and Serhat Turut, international policy officer, Department of Defense.

The FSM delegation was led by Secretaries Loren Robert of Foreign Affairs, April Skilling of Justice, Francis Itimai of Transport, Communications and Infrastructure and included National Police Chief Col. Johnny Santos, Maritime Wing Cmdr. Steward Peter and patrol boat commanding officers.

In a first for these talks, Doria Rosen, U.S. ambassador to the FSM, attended as an observer.
