[Yap State News] Yap Legislature Held 6th Session Day

The 6th Session Day was held on February 14, 2013, at Legislative Chamber with Vice Speaker Ted Rutun as Acting Speaker presiding. Speaker Falan was excused.

The 4th and 5th Session Day Journals were adopted after a few technical corrections. .

The following were communications from the Office of the Governor:

Gov. Comm. No. 8-303:  A copy of a memorandum from the Governor delegating authority to Mr. Lorenzo Sartilug as Acting Director of the Department of Education during the absence of the Director from Feb. 20, 2013 to Feb. 22, 2013. (For Information)

Gov. Comm. No. 8-304:  A copy of a memorandum from the Governor delegating authority to Mr. Pius Talimeisei as Acting Director of the Office of Planning & Budget during the absence of Director Raymond Igechep from Feb. 11, 2013 until his return on Feb. 18, 2013. (For Information)

Gov. Comm. No. 8-305:  A copy of a memorandum from the Governor delegating authority to Mr. Chris J. Ithelmal as Acting Acting Director of the Office of Planning & Budget during the absence of Acting Director from Feb. 13, 2013 until his return on Feb. 25, 2013. (For Information)

Also entertained was a communication from the Council of Tamol and it is as follows:

Other Branches Comm. No. 8-54:  A letter from the Council of Tamol Vice Chairman to all Heads of Departments, Agencies and other Branches delegating authority to Mr. Andy Tafileichig as Acting Chairman starting Feb. 10, 2013 until his return or the return of Chairman Ignathio Hapthey. Dept. Comm. No. 8-31:   A copy of a letter from Pius Talmeisei delegating authority to Ms. Velleysiana Letasurow as Acting Chief of Budget during his absence from Feb. 13, 2013 to Feb. 23, 2013. (For Information)

Dept. Comm. No. 8-32: A copy of a letter from Acting Director Pius Talimeisei delegating authority to Mr. Paul A. Giltmag as Acting Chief of Planning during the absence of the Chief of Planning, Mr. Constantine Yowbalaw from Feb. 13, 2013 to Feb. 19, 2013. (For Information)

3 reports were submitted for consideration and were all adopted.

Standing Comm. Report No. 8-89:  Submitted by the Committee on Finance recommending passage of Bill No. 8-98 on first and second readings in the form attached hereto as Bill No. 8-98, D1.

Standing Comm. Report No. 8-90:  Submitted by the Committee on Finance recommending passage of Bill No. 8-111 on first and second readings in the form attached hereto as Bill No. 8-111, D1.

Standing Comm. Report No. 8-91:  Submitted by the Committee on Government, Health and Welfare recommending adoption by the Legislature of Resolution No. 8-81 in the form attached hereto as Resolution No. 8-81, D1.

Bill No. 8-98, D1 and Bill No. 8-111, D1, subsequent to the adoption of SCR No. 8-89 and SCR No. 8-90, were up for consideration and passed first reading.

Bill No. 8-98, D1:  For First Reading, A BILL FOR AN ACT To appropriate the sum of $74,894.70 from the Special Revenue Fund of the State of Yap for the purpose of authorizing the use of foreign aid grant funds to fund the Yap Living Museum project during Fiscal Year 2013, and for other purposes.

Bill No. 8-111, D1:  For First Reading, A BILL FOR AN ACT, To appropriate the sum of $17,000 from the Special Revenue Fund of the State of Yap for the purpose of authorizing foreign aid grant funds to fund government programs during Fiscal Year 2013, and for other purposes.

Resolution No. 8-81, D1 was up for consideration and was adopted and its title is as follows:

Resolution No. 8-81, D1: A RESOLUTION, Approving the Second Amendment to the Lease Agreement dated January 9,2006, first amended by Yap state Resolution No. 7-78, between the Government of the State of Yap and Don Evans d/b/a Eco-Ventures.

The Eighth Legislature of the State of Yap adjourned its 6th Session Day of its 3rd Regular Session and to convene its 7th Session Day on February 15, 2013 at 10 o’clock in the morning.
